Donald T. Rubin

Managing Member

Don is the managing member of Rubin & Associates, LLC. He has concentrated in the field of property tax assessment law since 1981, representing a wide range of commercial, industrial, and significant residential properties. Don has also negotiated special tax incentives and abatements for many of the firm’s clients, saving them millions of dollars in property taxes.

Recent Accomplishments 

In recent years, Don has won significant cases in the Illinois Appellate Courts, including defining the appropriate valuation methodology to be used by assessors when valuing mobile home parks and obtaining a finding that there was a lack of equitable and uniform assessment practices within a 924 unit residential development in Cook County. The latter case led to combined refunds of over $1.25 million to building and individual unit owners. Additionally, his firm played a key role in defeating a special assessment district levy in a large industrial park located in Bensenville, IL, which led to a collective tax savings of millions of dollars for the firm’s clients.

Industry Leader 

Don was the founder of the Illinois Property Tax Lawyers Association, serving as its President for eight years. In this time the association established a reputation for drafting, sponsoring, and successfully obtaining revisions of the Illinois Property Tax Code, as well as winning taxpayer-friendly changes in local taxing body rules in counties throughout Illinois. These benefits inured directly to many of the firm’s clients. In 2011 and 2012, Don served as the Chair of the State and Local Taxation Section Council of the Illinois State Bar Association. He also authored a chapter on “Practice and Procedure before the Property Tax Appeal Board,” which was published in the 2012 Illinois Institute of Continuing Legal Education Handbook on Real Estate Taxation.


In 2005, Don was named an Illinois Super Lawyer. In 2012, he was named one of the Top 10 Property Tax Attorneys in Illinois by Leading Lawyer Magazine. In 2013, Don was the recipient of the Distinguished Service Award by the John Marshall Law School. He also holds a rare Preeminent® AV rating from Martindale-Hubbell.
